The orange building near Riad El Soleh Square, was once part of an old neighborhood called "Hay El Ghalghoul", the latter being an extention to Khandaa' El Ghamik neighborhood.
This beautiful building, housing today the State Council, is a blend of French and Ottoman architecture and design.
The entire neighborhood was razed to the ground during the early 90's as part of the reconstruction project undertaken by Solidere.
On the western side of the building, one can see remnants of Roman ruins, probably linked to the old Roman hippodrome of Beirut.
